OPERATIONS MANAGER REPORT TO Junior DELEGATES
| Referees:
Wayne Stapley (Mainland Football Referee Development Officer) encouraged
by the number of new referees that the clubs are providing and
congratulates the clubs in putting referees through the free courses. More
free courses coming up check the web page for details. |

| Code of Conduct (COC): Colin asked that delegates remind their coaches, players and
members about the Mainland Football COC. Colin explained that a lot of
complaints issues could have been avoided if the COC had been adhered to. |
|
| 2nd Round Draws why some teams are playing away at the
same venue twice:
Colin tried to explain the rationale behind the draw software and how the
2nd round was produced, delegates could not see any issues with
this and all were happy. |
|
| Large scores:
Colin expressed his dismay at some of the large scores that were being
produced 22 – 0, 18 – 0, 15 – 0 etc. The majority of delegates did
agree that this was no good for either team and there was the chance of
losing players because of this. Colin asked delegates to pass the message
on to their coaches that there is ways to challenge the players. Take 2 or
3 players off till the other team scores, play possession football till
other team scores, swap goalkeepers. Colin also suggested that at the end
of season review (date TBC) that there should be a cap on score
differential say 7, food for thought. |

| Away strips: I
was brought to the delegate’s attention that some away teams are not
checking what the home team colours are. Page 22 (1) of the Red Book
explains this rule. If no away strip is available to the away team, then
bibs are acceptable. It is the coaches responsibility to check team
colours. |

| Corner flags: I
was brought to the delegate’s attention that some teams are not brining
corner fags to their game. Page 23 (24) of the Red Book explains this
rule, can all delegates ensure that this is being adhered to. |

| Snapshot of this week’s game: Colin explained how important it is that coaches
do not rely on old draws/handouts. The process is Mainland sends the
following week draw in advance; delegates check this and then come back
with any changes to be made, prior the Tuesday morn before that week’s
game. Mainland makes these changes Tuesday Morning then sends to the
“Press” and updates the web at the same time. Any information that
delegates or coaches tell their teams prior to this might not be correct.
It is a good habit to have all to go to the snapshot of the weeks games.
If there is a change for whatever reason after the draw has gone to print,
this can be highlighted, comments inserted and is also very user friendly.
The season draw also gets changed at the same time but there is no area

| Run up to end of season format: As per attached. Colin has told delegates the
date that Mainland is looking to have last games is 25th
August, CCC can give the first 2 weekends in September for certain non
cricket fields if needed. |

| Penalty shootout:
Prelims are coming up in July and to have entries in by 16th
July. |
|
| Prize giving:
This year Mainland is looking to hold the junior prize giving at Action
Indoor Sports, Iverson Terrace. Still the same date Saturday 15th
September, which means that the penalty shootout final will have to be
brought forward TBC. |

| Rep Players:
Peter Roberts has sent an email looking for nominations for Boys U11 1996
to 1997 and U12 Girls 1995 to 1996, this is for the Jack McKnight
tournament in Nelson. |
| Ian Walker (Ellesmere) asked that if teams
that were knocked out in the knockouts, could still play friendies till
the season finished. All delegates thought this was a great idea. Colin
will implement this when the time comes. |

| Ian Walker (Ellesmere) asked if 17th
grade after being split can they carry their points, it was pointed out
what delegates decided on pre season and this would not be possible. |
|
| Colin was asked to remove any non
competitive games from the web that are after 25th August to
avoid confusion. Colin will make sure this happens. |

| Advance Junior Courses, the next course is
in August but Peter Roberts will provide a course in July if numbers are

MINUTES OF CANTERBURY JUNIOR
CLUB DELEGATES MEETING
HELD ON TUESDAY 15th
APRIL 2003 AT ENGLISH PARK
Welcome from Terry Blacktopp to Club delegates and advising that the new competitions manager, Tim Solomons, is away so wasn’t able to attend tonight’s meeting. Confirmed that the members of the Canterbury Junior Football Association Executive have agreed to come on board as the Canterbury Junior Management Team assisting in the management of the junior competitions this season. Also confirmed was the start date for junior and youth soccer as Saturday 3rd May following the recent poll with Clubs and Schools.
In attendance were Terry Blacktopp, Fred Simpson, members of the CJFA Executive and Club delegates from Avon United, Burnside, Burwood, Cashmere, C.B.H.S., Technical, Christchurch Utd, Christ’s, Ellesmere, Ferrymead Bays, Halswell, Hornby, Kaiapoi, Malvern, Medbury, New Brighton, Nomads, Papanui Redwood, Parklands, Rangers, Rangiora, St Albans-Shirley, Mid-Canterbury and Western.
Tonight’s meeting called to answer and address any issues with regards to junior competitions with Fred Simpson just returned back home from being away with the New Zealand Women’s soccer team.
Questions taken from the meeting:
Grading games
· To be confirmed
11th Grade
· To be 11-a-side, same as 12th Grade as they play on the same size field

Girls Grades
· Some latitude with age groups
· Following receipt of entries confirmed that there will be 12th & 14th Girls Grades
· Both will be 11-a-side

· Currently being updated and to be ready for next delegates meeting on Tuesday 29th April
Town/Country
· Should continue as should all festival type days as held in the past
· Suggest as a weekend festival tournament
Canterbury representation/process
· Selected by District Coaches
· Coaches will view grades
· There will be training sessions rather than trials
· Clubs can nominate players
Junior Premier Leagues for 12’s, 14’s & 16’s
· Will play three thirds rather than two halves with 5 minute breaks

· A copy of the entries to be forwarded out to Clubs once all received
Entry into Junior Premier Leagues

· Entries have to meet criteria
· This is a Club development initiative
Team Cards
· The proposed log book initiative will be trialed in the Junior Premier Leagues this season and if successful expanded to all junior competitions next season
· All other junior grades will be using team cards again this season which are free post back to Mainland Soccer
Results collection
· Same results collection process as per last season
Age dispensations
· Standard rules apply as in the past
· Noted that the players’ ability is the major criteria
Birth certificates for new entrants
· Mainland Soccer does not require the copies of birth certificates to be forwarded with new player registrations
· Clubs are expected to hold copies of the certificates
· The Clubs will be taken on their word when completing the player registrations column on date of birth
· Should a Club not be able to provide a proof of age when requested within the set time frame then the Club will be found to have fielded an ineligible player and points lost and fine issued
Representative players playing out of grade
· When nominating players Clubs are requested to advise what grade the player is playing in
10th Grade and below
· Certainly competitive
· Results will monitored but no tables kept
· Will play inter-district games, festival days and other opportunities
· How do we know top teams? Results will be monitored
Rob & Michelle Anderson
· Michelle is now the new New Zealand Soccer Women’s Development Officer
· Rob & Michelle are a major loss to this area
· Fred Simpson is reviewing a replacement development officre to replace the Andersons
7th Grade
· 5-a-side with no goalkeeper
· 15 minutes each way
· Kick ins replacing throw ins
· No offsides
· Field size = half of junior size field = 40m x 30m
· Goals = target goals 2m wide by 1m high
· It is down to each Club to put in place what goals they can obtain
· Mainland Soccer seeking funding next season for goals
· If Clubs can locate an appropriate supply then please let Mainland Soccer know
· Will play in zonal groups based upon the District Development areas with changes as necessary and reduce travel and time for parents and coaches

Starterz programme
· Junior Premier League Clubs already on board as part of that league’s criteria

Fees for non-competition players/teams
· $5.00 per player = $25.00 for a 5-a-side team

If Clubs do not pay for these players then
Mainland Soccer is unable to provide services and programmes to those Clubs in
this area
New Zealand Soccer coaching roadshow

Canterbury representative teams
· Board to review request in consultation with management
· Fred Simpson outlined his views in this area
Zonal teams
· Federation players available for zonal teams as the tournaments are at different times
· North Canterbury and Mid-Canterbury to compete as own entities
· Aim is to field balanced teams so the boundaries need to be flexible
· Coaches can come from outside the zone therefore being neutral
Draw publication
· Available electronically
· Otherwise available in The Press on Wednesday mornings
Coaching courses
· Timing an issue, especially at weekends
· During the playing season to keep to midweek dates whenever possible
Referees’ courses
· Will be run for Clubs when numbers warrant
· Course length, main course = 6 weeks, short course = 4 weeks
